In 1999, NORML (National Organization for the Reform of Marijuana Laws) www.norml.org crafted a mission statement in the U.S. to repeal the prohibition of marijuana in favor of responsible use of cannabis by adults. The movement gained traction and 19 states now allow the use of medical marijuana with two states (Colorado and Washington) legalizing it for recreational purposes.
